Chamber Releases 2026 Ballot Recommendations

The Chamber reviewed all statewide ballot propositions and focused on one question: What impact could this have on Arizona businesses? These recommendations reflect the Chamber's commitment to economic growth, workforce development, and a strong business climate."
The Chamber advocates for policies that support economic growth, workforce development, job creation, and a strong business climate.
The Chamber recently reviewed all statewide ballot propositions and adopted recommendations only on measures where it found a direct and meaningful connection to Arizona businesses, workforce development, taxation, transportation, public safety, or economic competitiveness. The Chamber's Board of Directors approved the following positions.
Our Approach
The Chamber applied a simple standard: Does this measure have a direct and meaningful impact on Arizona businesses and Arizona's economy?
Measures meeting that standard were evaluated based on their potential business impacts. Measures without a clear connection to the Chamber's business advocacy mission were not recommended for support or opposition.
Proposition 141
CHAMBER POSITION: SUPPORT
Vehicle Miles Traveled (VMT) Tax Ban
Proposition 141 would prohibit future taxes or fees based on vehicle miles traveled and restrict government monitoring of vehicle mileage without consent.
The Chamber concluded that Arizona businesses rely heavily on transportation and that preventing future mileage-based taxes provides greater certainty for employers, workers, delivery companies, contractors, and consumers.
Proposition 316
CHAMBER POSITION: SUPPORT
Municipal Grocery Tax Limitation
Proposition 316 would require voter approval before local governments could adopt or increase taxes on groceries and would limit future tax increases.

Proposition 317
CHAMBER POSITION: SUPPORT
Drug Cartels as Terrorist Organizations
Proposition 317 would designate drug cartels as terrorist organizations and direct state homeland security resources to address cartel-related threats.
The Chamber concluded that public safety, secure transportation corridors, and a stable business environment are important foundations for economic growth, investment, and long-term prosperity.
Proposition 320
CHAMBER POSITION: OPPOSE
School Spending Mandate
Proposition 320 would require certain school districts to spend at least 60% of operational spending on direct instructional expenses and reduce certain funding for districts that fail to comply.
The Chamber strongly supports education and workforce development. However, it is concerned that a statewide spending mandate could reduce local flexibility for career and technical education, workforce-development initiatives, transportation, technology, school safety, and student-support services that help prepare Arizona's future workforce.
Measures Where the Chamber Took No Position
The Chamber also reviewed:

After review, no position was taken on these measures because they were determined not to have a sufficiently direct connection to the Chamber's business advocacy mission.
The Chamber recognizes that reasonable individuals may hold differing views on these issues and encourages voters to evaluate those propositions based on their own priorities and perspectives.
Why the Chamber Reviews Ballot Propositions
A Chamber of Commerce exists to advocate for a strong economy, support local employers, and promote policies that encourage economic growth and workforce development.
When ballot propositions have the potential to affect business costs, transportation, taxation, workforce development, public safety, or economic competitiveness, the Chamber believes it is appropriate to evaluate those impacts and share that analysis with the business community.
The Chamber's recommendations are intended to provide a business-focused perspective on issues that may affect Arizona employers and the state's economy. They are not based on political party affiliation, but on the potential business and economic impacts of each measure.
