Addressed to: Members, West Valley Cities and Arizona Policymakers

Dear Local and State Leaders and members of the business community,

Across Arizona, communities are beginning to evaluate how best to approach data centers and artificial intelligence–related infrastructure. These discussions are occurring independently, often in response to local considerations. At the same time, the cumulative effect of these decisions will shape the economic future of the entire West Valley — and Arizona as a whole.

The purpose of this letter is not to address any single city, proposal, or ordinance. Rather, it is to encourage a broader, regional perspective as similar conversations emerge across multiple jurisdictions.

Data centers and AI infrastructure are foundational to today’s economy. They support advanced manufacturing, cloud computing, cybersecurity, healthcare, logistics, and national defense. As the West Valley positions itself to capitalize on historic investments such as TSMC and its growing semiconductor ecosystem, access to reliable digital infrastructure is not optional — it is essential.

When policies are developed in isolation, even with good intentions, they can unintentionally create a patchwork of rules that increase uncertainty, discourage investment, and place regions at a competitive disadvantage. Conversely, predictable and coordinated approaches provide clarity for employers, protect community interests, and strengthen long‑term economic resilience.

From a business and economic perspective, we encourage consideration of the following principles:

Regional coordination when addressing infrastructure with cross‑city impacts
Predictable and transparent regulatory frameworks
Engagement with industry and workforce stakeholders early in the policy process
Recognition of data centers as essential infrastructure supporting advanced manufacturing and AI

Our perspective is aligned with the U.S. Chamber of Commerce and the Arizona Chamber of Commerce & Industry, both of which have emphasized the importance of predictable, coordinated policy for data centers and emerging technologies.

As a business‑funded organization that receives no local government funding, the Chamber is able to speak independently on behalf of employers and the private sector. Our goal is not to oppose local governments, but to contribute a business and economic perspective focused on long‑term competitiveness, workforce opportunity, and regional coordination.

This perspective is offered in the spirit of collaboration and shared success. The West Valley’s economic future is interconnected, and decisions made today will influence the region’s ability to compete nationally for jobs, innovation, and investment.

A Business Update for Our Members: What We’re Hearing and How We’re Engaging

Over the past several weeks, there has been growing public discussion about a proposed federal detention and processing facility in Surprise. As with many high‑profile issues, the conversation has been wide‑ranging and, at times, emotional.

From the Chamber’s perspective, our role is not to take positions on federal immigration policy or enforcement decisions. Our role is to listen to our members, elevate practical business concerns, and encourage coordination and communication that support economic stability.

What We’re Hearing from Local Businesses

In conversations with members—particularly those located near the proposed site—the most common concerns are not about the facility itself. Instead, they center on day‑to‑day business operations.

Members have asked thoughtful, practical questions such as:

How will access to the area be managed if activity increases?
How can the flow of receiving and shipping goods be maintained?
Will employees be able to reliably get to work, especially given limited access points?
How will communication occur if normal operations are disrupted?

These are continuity‑of‑operations questions, and they are common whenever a large project—public or private—is introduced into an active business area.

The Importance of Local Coordination

Many of these concerns are appropriately addressed at the local level, through planning, coordination, and communication among local governments, public safety partners, and the business community.

While federal projects may not be subject to local zoning authority, their impact on surrounding businesses is very much a local matter. Clear communication, advance planning, and coordination help reduce uncertainty and allow businesses to plan responsibly.

As we’ve shared publicly, uncertainty is the enemy of confidence. Businesses make decisions about investment, hiring, and expansion based on predictability. When questions are acknowledged and addressed early, communities are better positioned to navigate change constructively.

For business owners looking to defray costs or access new funding, here are a number of small-business grants you can apply for right now.

FedEx Entrepreneur Fund offers $10K grants

Delivery giant FedEx has opened up applications for its Entrepreneur Fund and Boost Camp program , which is presented in collaboration with funding platform Hello Alice and the Global Entrepreneurship Network. There are 150 spots in the 12-week digital growth accelerator that offers expert-led sessions, education and mentorship.

Of those 150 small-business owners who are selected, 30 will receive a $10,000 grant to be used for their business. To be eligible, the entrepreneur must be a leading executive in a small business that has a maximum of 25 employees and has generated less than $1 million in 2024 gross revenue.

Applications close Nov. 21 at 6 p.m ET.

$10,000 DoorDash disaster-relief grants

Restaurants across the country hit by a natural disaster can apply for $10,000 grants courtesy of DoorDash.

The Restaurant Disaster Relief Fund , a partnership between DoorDash, Hello Alice and the Global Entrepreneurship Network, is open to restaurants in state or federally declared natural-disaster areas. The program's grant window opens on a rolling basis, with four a year.

To be eligible, restaurants must have a brick-and-mortar location, fewer than 50 employees per location, be open at least six months and have less than $3 million in revenue per location. The current window for applications is open until Jan. 6 at 6 p.m. ET .

$100,000 in cash prizes for positive impact

Skip Small Business Growth Grant

Grant and business plan platform Skip is accepting applications for a $10,000 cash grant winner , along with five $500 grant winners through Nov. 18 at midnight. Applications are open to any active members and those on free trials. Winners will be notified Dec. 15.

Additional grants business owners can apply for throughout 2025 include:

Verizon 's Small Business Digital Ready program: Business owners who sign up for the free Verizon Small Business Digital Ready online community will be eligible to apply for grants throughout the year. The company provides up to $1 million in grant funding a year.
The National Science Foundation: The National Science Foundation’s America’s Seed Fund provides millions in grant funding to small businesses and startups with big ideas. The grant program gives out roughly $200 million per year to eligible businesses.
The National Association for the Self-Employed: The National Association for the Self-Employed has a $4,000 growth grant that it offers on a rolling basis. Only members are eligible.

Uniting for Progress: 18 Chambers Back BNSF Rail Project as Key to Arizona’s Economic Future

Surprise, AZ — In a pivotal moment for regional infrastructure, the Northwest Valley Chamber of Commerce convened a high-level strategic meeting to discuss BNSF Railway’s proposed Logistics Park Phoenix (LPP) project in the Northwest Valley—a $3.2 billion privately funded investment poised to reshape Arizona’s logistics landscape.

The meeting brought together transportation experts, business leaders, and Maricopa County Supervisor Debbie Lesko, who played a key role in sharing residents’ concerns directly with the group.

“Supervisor Lesko ensured that community voices were heard and that public input remained central to the conversation,” said Raoul Sada, President & CEO of the Northwest Valley Chamber. “We generated new ideas and learned important details that will help guide future discussions.”

So far 18 chambers of commerce across Arizona—including the Arizona Chamber of Commerce, Greater Phoenix Chamber, Buckeye Valley Chamber, and Flagstaff Chamber—expressing strong support for the project and its potential to transform regional infrastructure and economic opportunity see lsit below).

“This project is transformational—it’s equivalent to hosting seven Super Bowls a year in terms of economic impact,” said Luis Cordova, Senior VP & COO of Rounds Consulting Group.

“It’s one of the largest infrastructure investments the West Valley has seen in decades, and it will reshape how goods move, how businesses grow, and how communities thrive.” said Cordova.

Lena Kent, BNSF’s General Director of Public Affairs, emphasized that the proposed facility will be the first of its kind in Arizona, combining:

· A rail-served intermodal terminal

· Integrated warehouse space

· Logistics infrastructure designed to reduce truck traffic, lower shipping costs, and ease congestion across metro Phoenix.

Cordova, who served as lead analyst on the rail study, noted that the project is expected to deliver sweeping economic benefits:

· 50,000 new jobs

· Billions in labor income

· Over $258 million annually in state and local taxes for schools, public safety, and infrastructure

· Increased freight efficiency and reduced rail traffic through urban corridors

· Long-term growth in industrial and commercial development

Kent also officially confirmed that BNSF is actively working with ADOT, MCDOT, MAG and the City of Surprise to identify traffic mitigation strategies and is considering a significant and proportional investment to improve roads near the facility.

“We’re pleased to hear about BNSF’s collaboration with transportation agencies,” said Sada. “Their willingness to contribute to traffic solutions is a strong signal that we’re moving toward a balanced and equitable outcome.”

West Valley’s Rise as Arizona’s Retail Powerhouse

The West Valley is undergoing a retail transformation unlike in metro Phoenix. Once viewed as a quieter suburban area, the region has rapidly evolved into a thriving retail and economic hub, fueled by massive population growth, corporate investments, and high consumer demand.

A Wave of Development

Major shopping centers are reshaping the landscape, with developers racing to meet pent-up demand for new stores and restaurants. Two of the largest upcoming projects—the Prasada Shopping Centers in Surprise and Verrado Marketplace in Buckeye—are set to open by 2026, bringing with them hundreds of thousands of square feet of retail space.

"You’re seeing a lot of projects in full swing," said Ryan Desmond , partner at Western Retail Advisors. "And it’s only going to accelerate."

Beyond these developments, additional projects such as Laveen Towne Center and Halo Vista will contribute to the retail boom, expected to deliver their first phase between 2027 and 2028.

Economic Forces Driving Growth

The surge in retail construction is closely tied to the region’s broader economic expansion. Major employers like Taiwan Semiconductor Manufacturing Co. (TSMC) and Amkor Technology Inc. are establishing footholds in the West Valley, bringing thousands of workers and their families to the area.

As consumer spending strengthens, shopping center foot traffic in Phoenix returned to 98% of pre-pandemic levels by late 2024, according to research from Avison Young . Retail vacancies have dropped to just 5.3% , while asking rents continue to climb quarter-over-quarter.

"Retail development is thriving in the West Valley, creating new opportunities for businesses and residents alike," said Raoul Sada , President & CEO of the Northwest Valley Chamber of Commerce. He alos stated "Surprise will lead the pack with the most trendy and sophisticated of all the venues."

TSMC alone is investing up to $165 billion in its Phoenix campus, a move that is expected to shift retail activity northward to support the growing workforce. Already, shopping center foot traffic in Phoenix had rebounded to 98% of pre-pandemic levels by late 2024, according to research from Avison Young.

Sada also emphasized the broader economic impact of the retail boom, stating, "The West Valley is no longer just an extension of metro Phoenix—it’s a destination in its own right. With world-class businesses investing here and a retail surge unlike anything we’ve seen before, this region is becoming a thriving hub for innovation, commerce, and community."

He added, "What we’re seeing now is just the beginning. The momentum is undeniable—retail, dining, entertainment, and major employers are fueling a cycle of growth that will redefine the West Valley for decades to come. This is where the future is being built."

Retail Growth Spreading Beyond the West Valley

While the West Valley is seeing the most dramatic growth, other parts of metro Phoenix are also benefiting from retail expansion. Developers are turning their attention to San Tan Valley and Florence , where ample land remains available for commercial development. Additionally, infill projects across Phoenix, including the redevelopment of defunct malls, are contributing to the city’s evolving retail landscape.

Retail expansion is also expected to push west of the White Tank Mountains along Sun Valley Parkway , home to emerging master-planned communities such as Teravalis .

The Venue Referral Program is open to vendors, sales representatives, and company staff who participate in or support our Home & Health Shows.

Referrals must be submitted through the official referral form or by direct email and are timestamped upon receipt.

What Qualifies as a Valid Referral

A referral is considered valid if:

The venue is not currently under contract or publicly announced by us
The venue is suitable for an indoor Home & Health Show
The referral results in a signed venue agreement and at least one scheduled show

Submitting a venue does not guarantee it will be selected or booked.

Multiple Referrals for the Same Venue

If more than one person submits the same venue:

Referral credit goes to the first submission, based on timestamp

Additional contributors who provide a direct introduction or meaningful assistance may qualify for a secondary incentive, at our discretion

Incentives & Payment

Referral incentives are issued to individuals, not companies.

If a referred venue is secured, the primary referrer may receive:

A $500 prepaid gift card (standard option)

Warm introductions that do not result in a booked show may qualify for a smaller incentive.

All incentives are issued after the venue agreement is signed, typically within 14 days.

Surprise, Oct. 8, 2024 — The Northwest Valley Chamber of Commerce, the leading business organization in the Northwest Valley, has announced its plan to encourage residents to support Prop 479, which will fund various transportation projects throughout Maricopa County, including Surprise and the entire West Valley.

"Investing in transportation infrastructure is a strategic way to boost economic growth and enhance our quality of life. It's a win-win for both the economy and residents," said Raoul Sada, President and CEO of the Northwest Valley Chamber of Commerce.

"The ad campaign will mobilize our grass-roots supporters and include social media ads, Action Alerts, Billboard Ads, and emails to over 10,000 Chamber constituents," Sada added.

Prop 479 continues an existing, dedicated half-cent sales tax in Maricopa County to fund transportation. A "yes" vote extends the tax until 2045. A "no" vote will discontinue it at the end of 2025. A 20-year continuation of the tax is projected to generate $14.9 billion in revenues to fund freeways, transit, street projects, and more.

Raoul Sada emphasized that over the next twenty years, Prop 479 will benefit Maricopa County, including Surprise, Sun City, Sun City West, El Mirage, Waddell, Wittmann, and Youngtown, by improving and expanding highways and freeways, funding local street projects, enhancing mass transit, and reducing commute times. This will assist local businesses and boost the economy.

"It will also give residents quicker and better access to jobs, education, and healthcare," Sada stated.

Background:

The Northwest Valley Chamber of Commerce, a cornerstone of the Surprise business community for over 60 years. The Chamber's commitment to addressing the needs and priorities of the business community are first and foremost. While collaboration with government entities is necessary, our primary obligation is to advocate for and support the interests of local businesses.

On 10/1/24, a chamber located 20 miles away was permitted to make a sales presentation to the City Council. We believe the decision to entertain this proposal was misguided. This name, which the Chamber held for over 25 years prior, more accurately reflects our commitment to areas including El Mirage, Sun City, Sun City West, Surprise, Waddell, Wittmann, and Youngtown. This change was made to ensure that all communities feel equally represented and supported under our Chamber's initiatives.

Independence and Transparency

Our Chamber is self-funded through membership dues, event revenues, and sponsorships, ensuring independence from government influence. Feedback from the business community highlights the Chamber's unwavering commitment to prioritizing the needs and interests of local businesses. While collaboration with government entities is essential, our primary duty remains advocating for and supporting the business community.

In 2017, two major research reports significantly impacted the entire chamber community. The US Chamber of Commerce released a landmark study on The Regulatory Impact On Small Business: Complex. Cumbersome. Costly ( https://www.northwestvalleychamber.com/why-we-fight-for-small-business )

Around that same period, the Western Association of the Chamber Executives (WACE) published a landmark research study examining what the business sector expects from chambers. WACE called for a significant rebranding effort by chambers nationwide. A two-minute video explaining the research and the rebranding can be seen at https://www.youtube.com/watch?v=YzrY3eT3uvQ . This study was crucial because chamber revenue nationwide had remained flat for the past 25 years. The findings led to a nationwide rebranding initiative.

Local Business Input Drives our Priorities

Alongside the Brand Definition Project release, our local Chamber engaged the business community in identifying the top concerns and asked our members to rank and rate our programs and activities. The survey results indicated that federal, state, and local advocacy was the top priority for business owners. Conversely, activities such as parades, parties, mixers, social events, and fundraisers consistently ranked as the least important.

In response to these findings, the NW Valley Chamber adjusted its mission and redirected efforts accordingly. While advocacy emerged as a top priority, other programs remained in place, except for mixers, which were discontinued due to poor attendance and low priority for the business community.

Top Three Chamber Priorities as Identified by the Business Community

Over the years, our local Chamber surveys have consistently identified the following top three priorities by the business community (in rank order):

Advocacy (including less burdensome regulations, lower taxes, and a pro-business climate)
Direct-to-consumer marketing activities.
Advertising, marketing, and branding activities

On the other hand, social events, fundraisers, parades, parties and happy hours, have consistently been the lowest priorities for the business community and our members.

Top Concerns of the Business Community

The top three current concerns of our members and the local business community also align with the findings of the US Chamber of Commerce and other chamber industry research:

Inflation
Labor and wage costs
Government taxes, regulations, and red tape

This data underscores the Chamber's commitment to addressing the needs and priorities of the business community first and foremost. While collaboration with government entities is necessary, our primary obligation is to advocate for and support the interests of local businesses.

What Our Seal Ensures:

The provider has a teaching objectives that are measurable and includes expected results articulated in terms of changes in competence, performance, or outcomes that will be the result of the program.

The provider develops activities/educational content independent of commercial interests. Commercial interests include financial, or in-kind (free meals), contributions (donations) given by a commercial interest which is used to pay all or part of the costs of the educational program.

An educational program is deemed commercial free, when a commercial entity has no influence over: (a) Identification of needs; (b) Determination of educational objectives; (c) Selection and presentation of content; (d) Selection of persons and organizations that will be in a position to control the content of the program (e) Selection of educational methods; (f) Evaluation of the activity.

Confidentiality: The educational provider does not turn over participant information to third-party commercial entities.

The provider incorporates into activities the educational needs (knowledge, competence, or performance) based on independent data or literature reviews, that underlie the gaps of their own learners.

The provider generates activities/educational activities that are designed to change competence, performance, or outcomes as described in its teaching objectives.

The provider chooses and has expertise in various adult educational formats for activities that are appropriate for the setting, objectives, and desired results of the activity.

The provider analyzes and can demonstrate changes in learners (competence or performance) achieved as a result of the overall program's educational interventions.

No Sales Pitch Guarantee: Recommended Programs are Free of Commercial Interest

To obtain the Seal, a program must be free of real or perceived commercial bias. A commercial bias or interest is when the presenter or organization has a product or service that is related to the subject matter. The entity is producing, marketing, re-selling, or distributing goods or services consumed by businesses in the audience. This also includes being paid to speak by a commercial sponsor or presenters/program planners who are employed, owned, or controlled by commercial interest. The Chamber makes the seal available to 501-C non-profit organizations, government organizations and unincorporated business groups that meet our guidelines

Guidelines for Use of Seal

The Seal of Approval is proprietary to the Chamber and may only be used by authorized organizations.
The elements of the Seal must remain in the same proportional to all other logos on promotional materials.
The Seal may be reproduced in any color.
Do not add graphic elements or devices to the Seal, including other words or slogans.
The Chamber is recommending your program and is not a sponsor of your event.
You may add the following sets of words below the seal and, in promotion, "Meets the Surprise Regional Chamber Commerce standards for quality, content, and integrity, and independent of commercial influences.” Alternatively, you may use the following phrase: “ [your organization’s name] has earned The Surprise Regional Chamber of Commerce Recommended Seal of Approval."

Additional Criteria and Considerations

The entity shall not discriminate on the basis of race, color, religion (creed), gender, gender expression, age, national origin (ancestry), disability, marital status, sexual orientation, or military status, in any of its activities or operations.
The entity must comply CAN-SPAM Act . This includes having permission to send messages and an opt-out provision in all solicitations.
Chamber will not assume any liability for the event/program, including liability for any injuries sustained by third-party employees, volunteers, or participants.
The Chamber will not approve events, activities or programs that serve as vehicle for prospecting, advertising, or generating sales, for a commercial enterprise.
All approved programs must hold harmless the Chamber, its officers, directors, employees, any vendors and agents from all claims and liabilities associated directly or indirectly with the activity.
The Seal may not be used for events/programs that promotes a political party, candidate, or potential candidate.
The third-party is responsible for its marketing, including writing and distributing press releases, PSA’s, Facebook postings, invitations, ads, etc.
A third party shall not solicit on behalf of the Chamber, or in any way imply they are representatives of the Chamber.
Third-parties that are approved by Chamber will be allowed to post items on the Chamber calendar of events and the Chamber may make referrals to entity.
The Chamber discourages the serving alcohol at events. If liquor is required, and it is appropriate for the event, the following items need to be in place: (1) Sponsoring organizations must have proper insurance (general liability and/or host liquor liability). (2) The organizer must always offer a variety of non-alcoholic beverages, to remove the emphasis from alcohol. (3) Drinking or eating should never be used to attract participants. (4) There must be a written plan or policy to deal with those who overindulge. (5) There must be a policy or written Code of Conduct that makes it clear that guests can expect expulsion for over-imbibing or poor interpersonal behavior up to and including a prohibition from attending future events.

We will make decisions based on Chamber legislative policy, Chamber endorsement criteria, and a candidate’s alignment with the Chamber, and our Legislative Policy.
The Chamber is non-partisan and will support candidates whose viewpoints align with Chamber policies and objectives.
Candidates who are ultimately endorsed must understand the concerns and interests of our Chamber and the business community.
The Chamber will take steps necessary to hold our elected officials accountable for decisions they make or don’t make.

The Typical Process

The Government Affairs Committee will recommend races that have significance for the Chamber.
Pre-Screening – following the close of filing for an elected public office of a qualified candidate, the Government Affairs Council will evaluate candidates.
The Government Affairs Committee may elect to send a questionnaire to all candidates. Candidates wishing to be endorsed by the Chamber must return the written questionnaire prior to being interviewed by the Government Affairs Council.
The Government Affairs Council may also invite candidates to an interview panel.
A copy of the Chambers Legislative agenda will be provided to all candidates interested in being considered for an endorsement by the Chamber.

The Chamber has an expedited process for endorsing incumbents based on their VOTE SCORE and LEADERSHIP SCORE

VOTE SCORE: The Chamber has rated state senators and house members since 2019, based on the votes they have cast for, or against business priorities. Incumbents with a score rating of 90%+ may be considered for fast-tracking.
LEADERSHIP SCORE: This score is based on the number of Chamber-endorsed bills/positions an elected official cosponsors and Chamber-opposed bills/positions the candidate declines to cosponsor.

Emerging as a pivotal gateway for regional development, the West Valley will emerge as a major economic hub.

The Loop 303 corridor has positioned itself as a global epicenter for development, attracting billions of dollars in investments from industrial, manufacturing, and transportation sectors.

The Northwest Valley Chamber of Commerce believes that this region is poised to become one of the top development areas in the US. Raoul Sada, the President and CEO of the Northwest Valley Chamber of Commerce, stated, “The convergence of three major economic drivers along the Loop 303 is perfectly positioning the Northwest Valley as a global center for development.”

Sada further elaborated, “Firstly, the southern end of the Loop 303 is a hotbed for development, attracting billions of dollars in investment from industrial, manufacturing, and transportation companies. Warehouses are sprouting up along Loop 303 as companies adapt their goods movement strategies to bypass supply-chain bottlenecks and high land prices in California. This has led to it becoming one of the fastest-growing distribution markets in the U.S .”

At the northern end, the world’s largest semiconductor chipmaker, TSMC Arizona, is set to build the largest and most advanced facility on U.S soil on over 1,100 acres. The cost of this project is a staggering 40+ billion dollars and will provide nearly 4,500 jobs.

Connecting both ends, will be a massive, 3,500-acre BNSF bimodal (truck and rail) distribution center near Surprise/Wittmann. This intermodal shipping facility and rail hub will create an inland port akin to those in the Dallas-Fort Worth and Chicago areas. It includes a logistics park in the northern section, an intermodal facility to the southeast, and a logistics center in the middle, with industrial warehouse development also planned.

These three factors will further enhance our region’s appeal for development, attracting billions more in investment from industrial, manufacturing, and transportation companies.

The Chamber is Your Official Source for a Certificate of Origin

 Here is a summary of the process to obtain a Certificate of Origin (CO):

Fill out and notarize the appropriate Certification affidavit.
Provide invoices indicating where your goods are manufactured.
Complete the CO document .
Complete the Inquiry form above and attach the notarized affidavit, CO document, and invoices.
Indicate which documents you want stamped.
Email proof of your position and identity of the signatory.
If you are not a member of the Chamber, provide additional documentation such as a business license or registration.
All CO requests are subject to a site inspection by the Chamber to assess both the location and the goods being produced.
Remember, the Chamber can only certify information they can verify, and exporters cannot stamp the document themselves. Always check the current criteria for a CO before sending your shipment.

Policy Enforcement
The Chamber of Commerce reserves the right to terminate or modify permission to display the Logos at any time. The Chamber reserves the right to take action against any user who fails to conform to these policies, infringes any Chamber of Commerce intellectual property or other rights, or violates other applicable law.

Chamber staff will notify the violators of this policy and the details of the specific violation in writing a formally requesting compliance with Chamber policy. If the matter is not resolved, staff will refer the matter to the Chamber CEO for review. If the Chamber CEO deems a violation has occurred, will refer the matter to legal counsel for review and additional action.

Rick Gray is a notable American politician who has made significant contributions to Arizona’s legislative landscape. Local Government Policy Agenda

The Chamber of Commerce advocates for economic development, job creation, and business-friendly policies. Key goals include improving infrastructure, attracting quality jobs, enhancing transportation, fostering public/private partnerships and complete transparency in its operations and decision-making processes., Emphasis is also placed on maintaining quality of life, environmental stewardship, and addressing poverty and homelessness through education and job training. Cooperation among political subdivisions, local decision-making, and accountability measures are essential for effective governance. The Chamber supports pro-business candidates and keeps the community informed on public policy issues.

Economic Development

1. The Chamber of Commerce is an advocate for economic development and job creation. The Chamber supports policies and initiatives that encourage business growth and expansion and improve the business climate of the NW Valley.

2. The regional economy is driven by the success of businesses. Successful businesses produce the tax revenues that help the region provide the services our citizens require. Proposed local laws, regulations and permitting processes must be viewed from the perspective of the small business owner and should always consider the intended and unintended impacts of those proposals – especially in terms of the cost of doing business.

3. The NW Valley must be an attractive place to do business. First and foremost, the region must focus on providing first-class customer service to be business-friendly. To create and retain jobs, our community must be perceived as a place that is worthy of business investment.

4. Steady and manageable growth makes a positive contribution to our community’s economy and quality of life. Proper preparation for growth includes planning for the timely construction of infrastructure improvements – roads and schools in particular – that will accommodate the region’s anticipated growth in an orderly manner. It is important for infrastructure improvements to be funded in a fair, broad-based way.

5. The region must remain competitive in the effort to attract and retain quality jobs. With the increasing mobility afforded by modern technology (including fiber, 5G and other emerging infrastructure), many individuals and businesses can locate anywhere they choose. Incentive programs like enhanced enterprise zones, tax increment financing, community improvement districts, and transportation development districts should be used prudently and creatively to help attract and retain people and companies. Likewise, growth management tools such as planning and zoning, and annexation must be utilized appropriately and strategically.

6. Continued improvement of the region’s transportation system is one of the Chamber’s primary economic development goals. As a regional economic hub, the ability to transport people and goods safely and efficiently throughout the area is vitally important. The Chamber has been a long-standing supporter of capital improvements program, transportation sales tax, and other proactive and collaborative means to generate adequate funding for specific infrastructure improvements. It is important for Arizona’s transportation system to be funded in a fair, broad-based way.

7. The public/private sectors should work collaboratively to support economic growth. Continued collaboration through the public/private partnership is critical to the region’s economic development future. Ensuring economic development remains a public sector priority will be dependent on the commitment of City and County local elected officials.

8. Support public, private partnerships for CTED/West-MEC educational programs, and ensure funding such that teachers and personnel stay current with all aspects of an industry.

9. Military Assets: Support public/private effort to promote Luke AFB and emphasize the ability of this installation to take on new missions and expand economic development. Support employment programs and transitioning services for our troops and their families leaving service.

Quality of Life

10. A parallel goal to economic development is quality of life. In the West Valley, those two goals cannot be separated because so much of our economic success derives from the reality that our region is an appealing place to live. We must make every effort to keep it that way.

11. It is important to maintain the natural resources and scenic beauty of the desert in partnership with business and industry. Reward environmental stewardship and sustainable practices in business, government, and development are more effective than mandating regulation. Local government officials, business leaders, and other stakeholders must continue to work together to address emerging water issues (such as surface and groundwater quality and quantity, as well as urban storm water management) and to encourage and reward innovation and conservation.

12. Recent studies have indicated that the increasing rates of poverty and homelessness in the area pose a threat to our community’s future economic growth. Additionally, local governement should actively seeks feedback from citizens and businesses and be dedicated to maintaining complete transparency in its operations and decision-making processes.
